In short, both rules danced around my head for a bit around the time Super Mario 3D Land recently turned 10 years old, and I coincidentally happened to check Hidden Palace's page for this proto (amongst their masterlist of E3 builds sorted by year), which also showed an image of the cart it came from. I don't know which page those rules were on, nor if they're still in motion.
